Follow the K.I.S.S. Principle
(Keep It Simple, Stupid)
A picture, they say, is worth a thousand words. P picture file, alas, is also nearly as big. Images will enhance the look of a page, but it is not advisable to go overboard in stuffing your page with a truckload of them.
Most net-surfers use a dial up connection, and the average time to load a page should be no longer than 5 seconds. If it is longer, the surfer will most probably click away to somewhere else.
So, within this time, all the images on a page must be loaded as well.
A rough yardstick for rule is, keep the aggregated page to a size less than 30K.

Sometimes, the images are essential to the purpose of your site. Use the images needed on a clickable follow-up page, with a notice that states the "Downloading time will take a while, but well worth the wait."
